III. Motion to approve June 12, 2019 Board Minutes (Smith/Burnham). Motion passed.

IV. Motion to approve Financial Report- Fiscal Year-to-Date (Sellers/Burnham). Motion passed.

V. Staff Reports
1. OSWCD Program Updates- Ms. Kuipers and Murphy gave report.
2. NRCS Program Updates- Mr. Harrison gave report.
3. FDACS Program Updates- none

VI. Unfinished Business- none

VII.New Business
1. Discussion – the Okeechobee and Osceola Technicians resigned effective
September 18, 2019. The Board would like a more defined training plan
before any new Technicians hired. Financial consequences in the contract
were discussed. Ms. Kuipers requested guidance if OSWCD is ever
charged. The Board will review on case-by-case basis.
2. Motion to approve Personnel Handbook Amendments (Sellers/Smith).
Motion passed.
3. Motion to enter into the FY 19 Audit Engagement with Wicks, Brown &
Williams (Burnham/Sellers). Motion passed.
4. Motion to approve FY 19 Budget Amendments (Sellers/Burnham).
5. Motion to approve FY 19 Continuing Resolution (Sellers/Burmham).
6. Discussion on hosting an event to celebrate OSWCD’s Year 2026- 75th
Anniversary. Board had no preference.
