FY22 September Meeting Minutes

Meeting called to order at 1:03pm.
Mariano Corona- Chairman; Nicki Smith-Supervisor- Absent; Donald Sellers, Jr.- Supervisor; Douglas Burnham- Supervisor-Absent; Glynn Rutledge- Treasurer

I. Motion to approve of June 8, 2022 Minutes (Sellers/Corona). Passed.

II. Motion to file Financial Report for audit (Sellers/Corona). Passed.

III. Staff Program Reports
1. NRCS- Howard Harrison gave an update. Forty EQIP applications, estimating 50. Increase
in row crop applications (Okeechobee/Glades). EQIP deadline is September 30. CSP is
continuous sign-up. Mr. Harrison will be out for 4-6 weeks starting October 28 and not
sure who will be acting District Conservationist during that time.
2. OSWCD- Robbi Sumner and Audrey Kuipers gave an update on programs, agreements etc.
3. FDACS- Sheila Kitaif gave an update on her assigned Implementation Verification visits.
4. FSA- no report

IV. Unfinished Business
1. SB1078 Rule Development Workshop FDACS-OAWP- discussion on the meeting and what
the rule will mean for our District.

V. New Business
1. Motion to approve a Cost of Living Adjustment (COLA) of 5.38% for Administrative staff
retroactive to July 1 (Sellers/Rutledge). Passed.
2. Motion to enter into the FY 22 Financial Audit Engagement presented by Wicks, Brown,
Williams, & Co. (Sellers/Rutledge). Passed.
3. Motion to close Seacoast Bank Account ending in *5301 and add Automated Clearing
House (ACH) capability to the money market account (Sellers/Rutledge). Passed.
4. Motion to approve the Public Risk Management quote and become a member, with the
District Administrator as the Representative (Rutledge/Sellers). Passed.
5. Motion to approve 2023 Board Meeting Schedule for posting (Sellers/Rutledge). Passed.
6. Motion to approve Continuing Budget Resolution (Sellers/Rutledge). Passed.
7. FY 23 Program and Budget Discussion- Discussion on proposed budget.
